Selected Research and Consultancy Services Experience:

 

“Pilot Study for Preparation of Transboundary Environmental Impact Assessment (TbEIA) Framework and Guidance in Mekong River Basin”, Mekong River Commission, in 2009-2010, as Consultant. Responsibilities included review of existing guidelines, drafting and testing for pilot projects, and evaluation of the lessons learned.

“Southeast Asia Urban Environmental Applications (SEA-UEMA) Project”, in 2004-2010. As Coordinator – responsible for coordination among application components of the project including joint action research, demonstration projects, sub-sector networks and professional support programs, and applications of research results & lessons learned. The project focuses on three sub-sectors (water and sanitation, solid waste management, and air pollution) with two cross-cutting themes (poverty reduction and gender equality) in eight countries of Southeast Asia region. 

“Research for Development of Pilot Rainwater Harvesting Project”, in 2008-2010, Joint Industrial Research - as Principle Investigator

“Construction and Demolition Waste Characterization and Management Options with a Focus on Bangkok Metropolitan Region”, in 2007-2009, Joint Industrial Research between AIT and Siam Cement Group - as Principle Investigator

“National capacity and training needs assessments for different stakeholder groups in order to identify gaps, needs, and strengths and opportunities for building capacity in Integrated Coastal Management (ICM)”, in 2008-2009, program under Mangroves for the Future of IUCN and UNDP – as Team Member

“Environmental Assessment for Highway Expansion Project in GMS”, ADB, in 2008-2009, as Consultant. Tasks included data collection and assessment of environmental impacts, implementing public participation including consultation program, development of environmental management plan and public participation program for the project implementation in northern, northeastern and eastern Thailand, as well as coordination with other team members and ADB officials.

“Study on Low-Cost and Low-Technology Nightsoil and Wastewater Treatment System in Thailand”, Institute for Global Environmental Studies (IGES) (2009), as Consultant. Tasks involved review and collection of data, selection of good practices and development of recommendations for dissemination of the study results.

“Regional Study on Sustainable Infrastructure Development with Focus on Water, Waste and Transportation”, UNESCAP’s Seoul Initiative on Green Growth for promoting environmentally sustainable development in Asia (2006-2007), as Consultant. Tasks involved review and compilation of data for eco-efficient infrastructure development in Asia and the Pacific, including presentation of the study findings in a regional policy forum and a training program.  

“Country Assessment for Water and Sanitation Sector: Thailand”, ECO-Asia Program under USAID, 2006, as Water and Sanitation Specialist. Tasks involved review and collection of data for identifying the needs, opportunities and challenges in strengthening the capacity of water and sanitation sector.

“Project for Strengthening Environmental Management of Local Government in Wastewater and Solid Waste Management”, of the Office of Natural Resources and Environmental Policy and Planning (ONEP) in 2004-05, as Project Advisor

“Capacity Building for Regional Environmental Management,” Asian Development Bank Technical Assistance (ADB TA) for Ministry of Natural Resources and Environment (MONRE), Thailand, in 2001-03. As Environmental Planner - tasks involved working with counterparts of MONRE’s Office of Permanent Secretary and 12 regional offices in developing guidelines for regional environmental management plan using river basin as major framework, administrative/operational guidelines for regional offices, and the regional plan for two pilot regions.

Environmental Capacity and Preparation of Guidelines,” of the Department of Highways (DOH), World Bank loan project for Thailand, in 2001-02. As Project Coordinator/Environmental Engineer - tasks involved coordination within the team and with agencies concerned, including assessment and preparing strategies for environmental capacity of the department and preparation of environmental guidelines for highway development during planning and design stages.

“Enhancing the Environmental Management Efficiency of Local Government Agencies (Monitoring and Evaluation for Construction and Improvement of 20 Municipal Solid Waste Disposal Sites),” of the previously Office of Environmental Policy and Planning (OEPP), Thailand – under MIYAZAWA (Japanese) loan program, in 2000-01. As Team Leader - responsibilities also included monitoring and evaluation of the program implementation by review of design and construction documents, monitoring construction activities, and recommendations for solid waste operation plan for the 20 sites.

“Feasibility Study for Hat Yai – Malaysia Border Motorway Project,” of DOH, in 2000-02.  As Environmental Team Leader – responsibilities for overall management of environmental impact study and public participation program. Tasks also included preparation of environmental management plan for the project operation.

“Project Management Consultant for the Metropolitan Rapid Transit Authority (MRTA)’s Initial System Project,” Thailand, a Japan Bank for International Co-operation (JBIC) funded project, in 1999-2002. As Senior Environmental Engineer - tasks included development of environmental management action plan, review and inspection of environmental aspects for the MTR line in Bangkok.

 Environmental Management for Upper Watershed Areas of Chiang Mai Province,” of the OEPP, Thailand, in 1998-2002. As Team Leader/Water Resources and Monitoring Specialist - tasks also involved water resources assessment  integrating with geographical information system (GIS), including developing appropriate organization and watershed management plan for the province and implementation of a pilot watershed using public participation approach.

“Samut Prakarn Wastewater Management Project - Effluent Reuse Study,” of PCD/ADB, Thailand, in 2000-01. As Water Resources Engineer - tasks involved assessment of water demand and quality required of reuse alternatives for irrigation, fishery, industry, water supply, and groundwater recharge; including selection and estimating costs of most feasible reuse schemes.

“Study and Analysis for Feasibility of Establishing Solid Waste Disposal Centers in Pollution Control Zones for Bangkok Metropolitan and Pattaya City Regions,” of the Pollution Control Department (PCD), Thailand, in 2000. As Team Coordinator/Environmental Specialist - tasks involved co-ordination with PCD, local governments and project team members; review of related regulation and institutions; and assessment of environmental impacts, including recommendations for public participation programs.

Yangtze River Basin Flood Control Project,” PR China, of the World Bank, in 1999.  As   Environmental Consultant - worked in the team of World Bank consultants for preparation of EIA for the flood control project involving 38 cities of 3 provinces in the Yangtze middle and lower river basins. Tasks included review of significant impacts and measures associated with resettlement program of the project and preparation of environmental management plan including monitoring program for the project.

“Evaluation of Danish Co-operation in Environment (DANCED) Programs in Thailand,” in 1999. As Environmental Specialist - worked with a team of experts for post evaluation of a number of technical assistance programs (including cleaner technology, local government strengthening, energy conservation, and environmental education network) related to urban environmental improvements.

“Revised Economic Analysis of Song Khla Lake’s Salinity Barrier,” a DANCED funded project for the OEPP, Thailand, in 1998. As Economist/Civil Engineer - tasks included estimation of overall construction and O&M costs, and benefits in terms of water supply and irrigation for revised economic analysis of the proposed barrier.

“Pilot Privatization for Provincial Waterworks Authority”, an IBRD funded project for Patum Thani Province, Thailand, in 1998.  As Water Supply Engineer/Economist -tasks involved assessment of investment requirements on bulk water treatment and transmission, storage, and distribution network, including forecasting of future water demand and development of water supply capacity expansion for the forecasted demand.

“Environmental Impact Assessment (EIA) for Lampang-Chiang Mai Motorway,” a Japan International Co-operation Agency (JICA) supported project for DOH, in 1997-98.  As Water Resources Specialist - tasks also included water resources assessment and implementing a public participation program for the project designed as pilot program for DOH.

“Strengthening the Environmental Management in the DOH”, in 1996-97. As Institutional/Training Expert – this ADB TA focusing on a practical means of mobilizing environmental management skills in DOH including staff training, procurement and budgeting assistance, environmental reviews, institutional analysis for linkage within DOH, and with OEPP and other agencies.

“Feasibility Study for Reservoir Development in Bang Pakong River Basin,” of Royal Irrigation Department, in 1995.  As Water Resources Engineer and Modeler - tasks included estimation of water demands for irrigation, municipal and industrial uses; and applying HEC-3 Simulation Model for multiple reservoirs operation.

“Master Plan Study for the Five Southern Border Provinces of Thailand,” of the Office of National Economic and Social Development Board (NESDB), in 1994-95.  As Economic Infrastructure Group Leader - tasks involved analyzing development trend linked with the Indonesia-Malaysia-Thailand Golden Triangle (IMT-GT) program, and setting the target and strategy for economic infrastructure development for 10 years. 

“Optimizing Pumping Schedule for Energy Cost Savings in City of Pittsburgh’s Water Supply System,” of the City of Pittsburgh, USA, in 1992-94. As Research Associate - this work involved developing a mathematical model to optimize pumping schedules in the City of Pittsburgh’s water supply system for energy cost saving.
